A letter of suggestion is written to give a point of view, to recommend something or to give an option on a matter. There are two kind of letter of suggestion, one that is written to give a suggestion requested for and other one is requested to give a suggestion. In official capacity the letter should be formal and to the point, whereas; in personal capacity the letter will be informal written in a casual manner.

Tell the recipient that you will be obliged on getting a suggestion from them. In case of an informal letter you can be more casual and open in selection of words and while giving your opinion, the discussion could be taken to a step ahead towards a personal advice or suggestion.
